September 16, 2020, New York, New York and San Salvador, El Salvador -- The System Operator and Market Administrator (Operador del Sistema
Eléctrico y Administrador del Mercado) of El Salvador (La Unidad de Transacciones "La UT"), and Energy Consulting International, Inc. (ECI) have announced the successful completion of the consulting
activities related to the replacement of the existing Control Center with the fully redundant mirrored architecture of primary and backup control centers designed by Dr. Savu Savulescu. Both La UT and Savu
are now headed towards new goals: La UT to work with the SCADA/EMS Vendor that has been selected to implement the system solution -- and ... Savu to enjoy retirement
in the middle of his beloved family!
July 28, 2020 -- For the first time in the history of IEEE, the Power Engineering Society (PES) General Meeting (GM2020) was held virtually, on Internet, via WebEx. An important item on the meeting agenda was the approval of the Final Report that had already been presented by the IEEE PES Task Force Real-Time Contingency Analysis (RTCA) at the PES GM2019 in Atlanta, GA. The report was frozen on November 21, 2019 and scheduled for official release sometime in early 2021. The RTCA Task Force consisted of over 200 experts from industry and academia and was coordinated by Dr. Sarma Nuthalapati (Chair), Dr. Savu C. Savulescu (Co-chair) and Dr. Yinhua Guo (Secretary). In addition to contributing to the overall conceptual and editing effort, Savu wrote the Chapter 3, "A Brief History of the Contingency Analysis Tool in Control Centers".
Congratulations to Sarma and Yinhua for their leadership and many thanks to the members of the RTCA Task Force for a job well done!
July 13, 2019, Nueva Cuscatlán, El Salvador -- Savu Savulescu presented to the Board of Directors of "La UT" the Terms of Reference for the acquisition of two
control centers in a mirrored architecture the (Adquisición de Dos Sistemas SCADA/EMS para los Centros de Control de Energía de la Unidad de Transacciones de El Salvador), along with principal system design and project implementation guidelines. The document has been accepted and the project is now
entering the bidding stage.
April 1st, 2019, Nueva Cuscatlán, El Salvador -- The System Operator and Market Administrator (Operador del Sistema Eléctrico y Administrador del Mercado) of El Salvador
(La Unidad de Transacciones "La UT"), and Energy Consulting International, Inc. (ECI) started the work
contemplated within the scope of the consulting activities for the National
Dispatch Center upgrade. The
kick-off meeting was followed by a
visit to the
existing control room. Savu will review the SCADA/EMS specifications developed by a young, yet knowledgeable and talented team of technicians, operators and engineers from "La UT", and will provide expert assistance throughout the statement of work.
October 30, 2018, Ciudad de Guatemala, Guatemala -- The Administrador del Mercado Mayorista de Guatemala AMM (Wholesale Energy Market Operator of Guatemala) announced today the selection of ABB (Sugar Land, TX) to implement its new SCADA/EMS. Congratulations to Messrs. Carlos Cordova and Jorge Vaides and their colleagues from the AMM Project Team for having reached this critical milestone -- and best wishes to all the parties involved in making this important undertaking an unconditional success!
October 12, 2018, Asunción, Paraguay -- Today, the Administración Nacional de Electricidad ANDE (National Electricity Administration) announced the operational acceptance of its new SCADA/EMS.
Accordingly, the project is now officially closed. On our end, we are happy that this project, which
started with great enthusiasm in February, 2013 but was subsequently delayed by countless administrative hurdles, has finally reached a successful conclusion -- under the steadfast leadership
of Mr. Marcelino Bernal, Project Manager, and with the full and dedicated commitment of his colleagues from ANDE. Heartiest congratulations to my friends in Asunción and all the best for the years to come!
May 2-12, 2018, Asunción, Paraguay -- The Administración Nacional de Electricidad ANDE (National Electricity Administration) SCADA/EMS replacement project entered the final stretch. The computer
and communications equipment is up and running, the new Control Center is operational and, as you can see from the video on the right, dispatchers and operations support personnel relocated to their new offices. The field migration of the RTUs from the old to the new system continues at the agreed upon pace and the performance and availability testing
are coming next.
March 3, 2018, Ciudad de Guatemala, Guatemala -- The Administrador del Mercado Mayorista de Guatemala AMM (Wholesale Energy Market Operator of Guatemala) concluded today the Statement
of Work (SOW) meetings with Siemens (Minneapolis, MN) and ABB (Sugar Land, TX). This key stage of the AMM SCADA/EMS replacement project culminates the thorough evaluation of the technical offers that were submitted by the major SCADA/EMS vendors were
pre-qualified for this important undertaking. The next project steps encompass the vendor selection, contract award and project implementation and are coming soon. Stay tuned!
